Aleksey Artemyev was arrested at night while jogging around the area. Mr. Artemyev recalls that the policemen suspected that he might have drugs, but they did not find any prohibited substances. The dialogue with the police turned into a conflict, and the officers began to twist the man’s arms.
On 27 December, 31-year-old Aleksey Artemyev went for a late jog along Nakhimovskiy avenue. The man says that he felt hot, took off his T-shirt and jacket and ran bare-chested. This was noticed by police officers who were driving by. They caught up with Aleksey and began asking about prohibited substances.
«One of the police officers demanded to see the contents of the jacket. I was indignant and inquired about the grounds of showing my jacket without any witnesses. Therefore, they started twisting my arms behind my back from both sides. Suddenly I felt a sharp pain in my arm.»
The officers didn’t find any illegal substances; however, they still put Aleksey in a car and brought him to the police station for the Chertanovo-Severnoye district of Moscow at about 1 a.m. Aleksey underlines that while they were driving, he was arguing with a police officer, and the officer was punching him in the torso. That officer punched him at the police station too. All this time, Artemyev’s arm was hurting badly, and he asked to call an ambulance, but the policemen did not do this, taking him to the trauma center instead. The man was diagnosed with a fracture there, and an ambulance team finally arrived. Mr. Artemyev was taken to the hospital with a broken arm.
Aleksey indicates that the next day, two police officers came to Artemyev’s hospital room: one of them introduced himself as the head of the police patrol unit.
«That man said that I was a normal guy and offered me 20 000 rubles as compensation. For this I had to sign an explanation that I had allegedly fallen that night.»
Despite the money taken, most of which is still in Artemyev’s possession, he decided to file a complaint against the police officers with the Police Internal Security Department and the Russian Investigative Committee. So far, none of these bodies have launched an official inquiry.
